Canadian Students
Overview
Canadian students undertaking full-time post-secondary studies in Newfoundland and Labrador are eligible for coverage under the Medical Care Plan (MCP), administered by the
Provincial Government .
Who is Eligible?
- You are a Canadian citizen or permanent resident living in Newfoundland and Labrador.
- You are registered in a full-time post-secondary program in the province.
- You have applied for and received your MCP health card through the province.
How to Apply
To apply for MCP:
- Download and complete the application form from the Provincial Government website .
- Submit the completed form with original documents:
- In person at one of the listed addresses, OR
- By mail to the addresses provided on the form
Coverage becomes effective for eligible students and their dependents on the date of registration in a full-time post-secondary program. Coverage is terminated upon completion of the study program. Students must be attending school and residing in Newfoundland and Labrador in order to avail of MCP coverage.
What's Covered?
MCP provides coverage for services listed under the
Medical Care Insured Services Regulations and the
Hospital Insurance Plan Regulations
.
In order to be exempt from CNA's insurance plan, students must provide
proof of equivalent coverage under MCP or a private plan during the enrollment period.
Note: Prescription drugs are not covered under MCP. Students may require additional health insurance.
Opting Out of CNA's Insurance
Registered Canadian students are automatically enrolled in CNA's accident insurance plan. However, this does not include routine medical care. Students with comparable health coverage may opt out by submitting proof during the enrollment period.

Temporary Travel Outside Newfoundland and Labrador
Students may retain MCP coverage while traveling outside the province for up to 182 days in a 365-day period. You must apply for an
Out-of-Province Coverage Certificate before leaving.

International Students
Overview
International students studying full-time at a recognized post-secondary institution in Newfoundland and Labrador may be eligible for coverage under the Medical Care Plan (MCP), administered by the Provincial Government .
Who is Eligible?
- You hold a valid study permit issued before arriving in Canada.
- You are enrolled in a full-time post-secondary program in Newfoundland and Labrador for at least 12 months.
- Your dependents (spouse/children) living with you in the province may also be eligible if proper documentation is provided.
How to Apply
To apply for MCP:
- Download and complete the application form from the Provincial Government website .
- Submit the completed form with original documents:
- In person at one of the listed addresses, OR
- By mail to the addresses provided on the form
Coverage begins either on the first day of full-time studies or upon arrival in the province, whichever is later. A current letter of enrollment is required for registration and annual renewal.
What's Covered?
MCP covers services listed under the Medical Care Insured Services Regulations and the Hospital Insurance Plan Regulations.
Note: Prescription drugs are not covered under MCP. Additional health insurance may be required.
Opting Out of CNA's Insurance
CNA provides accident insurance for international students, but this does not cover routine medical services. Students with equivalent coverage may opt out by providing proof to the International Student Coordinator before registration.
