Salary Information
HL20 - $70,726.00 - $91,943.42 per annum.
Duties and Responsibilities
Reporting to the Director of the NL Workforce Innovations Centre (NLWIC) and supported by the provincial Department of Jobs, Growth and Rural Development:
- Provide leadership and strategic direction for the Economic Immigration Ideas Lab (EIIL), including the development, implementation, monitoring and reporting of multi-year strategic plans and annual operating plans.
- Lead policy research, analysis and knowledge development activities that inform evidence-based economic immigration, settlement and integration policies in Newfoundland and Labrador.
- Oversee the design, implementation, monitoring and evaluation of innovative programs, projects and initiatives that support immigration attraction, retention and workforce development objectives.
- Provide expert advice and recommendations to government, community, employer, education and other stakeholders on emerging immigration issues, trends, opportunities and policy solutions.
- Lead stakeholder engagement activities, including facilitating meetings, workshops, consultations and collaborative initiatives with public, private and community sector partners.
- Chair and support the EIIL Advisory Committee and collaborate closely with the Office of Immigration and Multiculturalism (OIM), the Department of Immigration, Population Growth and Skills (IPGS), and other partners.
- Develop, manage and monitor annual work plans, key performance indicators, budgets and operational activities, ensuring accountability and effective use of resources.
- Establish and promote the EIIL as a provincial leader in immigration innovation through research, knowledge mobilization, outreach and partnership development.
- Recruit, supervise, coach and evaluate staff, while fostering a collaborative, innovative and high-performing team environment.
- Identify and pursue funding opportunities, cultivate partnerships and support the long-term sustainability and growth of the EIIL.
- Prepare reports, briefing materials, strategic documents and presentations for a variety of audiences and stakeholders.
- Perform other related duties as required.
Screening Criteria
- Bachelor's degree in Economics, Business Administration, Social Sciences, Public Policy, or a related field.
- Experience conducting policy, program, or service research, analysis, evaluation, and reporting.
- Experience leading strategic initiatives and/or projects.
- Experience collaborating with diverse stakeholder groups and partners.
- Experience managing and supervising human, financial, information, and operational resources.
- Master's degree in a related field and experience in immigration, settlement services, workforce development, or policy innovation would be considered assets.
- An equivalent combination of education and experience will be considered.
Assessment Criteria
- Knowledge of federal and provincial economic immigration policies, programs, and newcomer settlement, integration, and retention issues.
