Salary Information
CG34 - $59,004.40 - $65,720.20 per annum.
Duties and Responsibilities
Reporting to the Manager of Procurement, the Procurement Officer III independently manages competitive procurement processes and administers contracts in accordance with applicable public procurement legislation, trade agreements, and institutional policies.
The position provides professional procurement advice to departments and external partners and ensures procurement activities are compliant, transparent, and appropriately documented.
Competitive Procurement Administration:
- Leads competitive procurement processes from planning through contract award in accordance with public procurement legislation and trade agreements. This includes: preparing and posting documents, online public bid openings, reviewing and evaluating bids, issuing purchase orders or contracts, and answering questions from suppliers.
- Processes requisitions above established financial thresholds (e.g., $10,000 CAD) in accordance with policy.
- Posts procurement opportunities and award notices on designated electronic tendering platforms (e.g., MERX or equivalent public procurement systems).
Contract Administration:
- Administers contracts throughout their lifecycle to ensure compliance with contractual terms, legislation, and institutional policies.
- Coordinates contract renewals and extensions for multi-year agreements.
- Works with legal services, project managers, and end users to ensure agreements meet operational and regulatory requirements.
- Provides supplier debriefings following competitive procurement processes, as requested.
Compliance, Reporting, and Governance:
- Ensures procurement activities comply with applicable public procurement legislation, trade agreements, and internal policies.
- Prepares required reports for oversight bodies (e.g., Public Procurement Agency or equivalent authority), including exception reports, change order reporting, and annual procurement reporting.
- Maintains accurate procurement records and documentation to support audit and transparency requirements.
- Supports purchasing processes in accordance with institutional policy.
- Monitors and manages procurement communications (e.g., open call submissions and inquiries).
Advisory and Stakeholder Support:
- Advises departments and external partners on procurement legislation, trade agreements, policies, and procedures.
- Provides guidance to procurement staff on legislative requirements and best practices.
- Responds to inquiries related to requisitions, purchase orders, contracts, and procurement processes.
- Works collaboratively with Accounting, Finance, and Budgeting teams to resolve purchase order and invoice discrepancies.
- Recommends updates to procurement policies and procedures to improve compliance and operational efficiency.
- Performs other related duties, as required.
Screening Criteria
- Diploma in Business Administration, or related field (equivalencies will be considered).
- Experience in purchasing and procurement activities, including competitive bid processes and contract administration in a regulated environment.
- Supply Chain Management Professional (SCMP) Designation, or equivalent (asset).
